Anti-Phishing Working Group Calls for Papers for eCrime 2008 Internet Security Research Conference

Cambridge, MA and Los Altos, CA (PRWEB) May 9, 2008 — The Anti-Phishing Working Group (APWG) announced today that the eCrime Researchers Summit (eCrime 2008), the world's premier conference for basic and applied research in electronic crime studies, is now accepting papers for its third annual conference to be held in Atlanta on October 15-16. eCrime 2008 will feature papers from leading researchers and technologists on Internet security, phraud, phishing, spoofing, electronic identity theft, click-fraud and crimeware. eCrime 2008 is made possible by a collaboration of principals from Stephens Institute of Technology, University of Alabama at Birmingham, Baylor University, and the APWG.

The General Chair of eCrime 2008 is Gary Warner, from the University of Alabama at Birmingham (UAB). Mr. Warner is the Director of Research in Computer Forensics at UAB, where he teaches and works to develop tools, techniques, and training to help eCrime investigators.

Program Co-Chairs for this year's conference are Susanne Wetzel of Stevens Institute of Technology and Randy Vaughn of Baylor University.

Randal Vaughn is active in Internet security with special interests in detecting, tracking and countering botnet formation and other eCrime activities. Mr. Vaughn lectures on Internet security, cyber warfare, telecommunications and software development at Baylor University's Hankamer School of Business.

Susanne Wetzel is on the faculty at the Computer Science Department of Stevens Institute of Technology. Her research interests are in security, cryptography and algorithmic number theory. In particular, her research is focused on wireless security, secret sharing, privacy, phishing, authentication, and biometrics.

The eCrime 2008 Steering Committee is comprised of Jean Camp, Indiana University; Dorothy Denning, Naval Postgraduate School; Zulfikar Ramzan, Symantec; John S. Quarterman, InternetPerils, Inc.; and Markus Jakobsson, PARC.

Original papers on all aspects of electronic crime are solicited for submission to eCrime '08. Topics of relevance include but are not limited to:

- Phishing, pharming, click-fraud, crimeware, extortion and emerging electronic crime attacks.
- Technical, legal, political, social and psychological aspects of fraud and fraud prevention.
- Techniques to assess the risks and yields of attacks and the success rates of countermeasures.
- Delivery techniques, including spam, voice mail and rank manipulation; and countermeasures.
- Spoofing of different types, and applications to fraud.
- Techniques to avoid detection, tracking and takedown; and ways to block such techniques.
- Honeypot design, data mining, and forensic aspects of fraud prevention.
- Design and evaluation of user interfaces in the context of fraud and network security.
- Best practices related to digital forensics tools and techniques, investigative procedures, and evidence acquisition, handling and preservation.

eCrime 2008 General Chair Gary Warner, said, “It's clear that the criminals are working in an organized fashion to develop new technologies to expand their ability to steal our data, identities, and money. The APWG's e-Crimes Researchers Summit exists to develop and encourage the research that will be the best response to that challenge.”

States Seek Return of Uncashed Rebates

In a rather dramatic and unprecedented showing of solidarity, 44 states, the District of Columbia and the Commonwealth of Puerto Rico have added three rebate sponsors to the Fitzgerald v. Young America Corporation litigation (in the Iowa District Court for Polk County, IA, Civil Action No. 6030), a case which seeks to address the failure of issuers of rebate checks to report uncashed rebates as unclaimed property to the various states.

"When consumers don’t get their manufacturer or retailer rebates, they are outraged," said Stinchfield. "The reason the states are interested in this issue is so they can locate the rightful owners and return the money."

According to the "Third Amended and Substituted Petition" filed with the court by the Iowa Department of Justice on April 18, 2008, Sprint Nextel Corporation, T-Mobile USA, Inc., and Walgreen Company were added as additional defendants in this case.

Previous to the filing of the amended petition, the group of plaintiff states had been pursuing Young America for the failure to report uncashed rebate checks where required under their unclaimed property statutes. The amended filing reinforces a commitment by the plaintiffs to vigorously pursue the matter of compliance and apparently demonstrate they are no longer willing to accept an "it’s not our liability" argument.

"This is a consumer advocacy issue until a manufacturer, retailer, or fulfillment company fails to report and return uncashed rebates to the states; then it also becomes a legal issue," said Stinchfield.

The states’ action signifies that while the matter of liability has not yet been determined (through the legal proceedings), it is clear that by adding client companies to the litigation, the states firmly believe that regardless of which entity owes the money, somebody does.

With this action, the states also seem to be asserting that the failure to report uncashed checks as unclaimed property will result in aggressive enforcement.

Rebate sponsors and fulfillment companies, once thought immune from this liability, are clearly at risk whether they knew of the unclaimed property statutes or not.

"Consumers should be able to find their uncashed checks on the states’ unclaimed property web sites, but they won’t be there because they haven’t been reported," said Stinchfield.

The best way for manufacturers and fulfillment companies to protect themselves is to clearly and contractually agree in advance which party will report uncashed checks, have a well-documented, consumer-friendly replacement and resubmit strategy, and be certain the check clearing bank has maintained meticulous records of cleared and un-cleared rebate checks by dollar amount, by state, by month, and by offer.

NCIC has worked diligently to enhance its inmate phone services with the help of telephone providers and our jail customers. The Voice over Internet Protocol (VOIP) product for jails, for instance, lowers the cost of providing the service to the inmates whereby the savings can be passed onto the inmates and their families. Another important fact is that NCICs platform runs on a carrier grade network with TaguaT7000 Class 5 switching as the core and an Asterisk cluster to support the VOIP and international collect calling features. Intelmate and SciDyn inmate phone systems run the full-feature security products and the web-reporting for the jail management interface.

Additionally, NCICs Local Exchange Carrier ( LEC ) billing relations department has opened up collect billing agreements with over 120 additional local, international and cellular phone companies allowing it to bill more collect calls to more phone companies. The opening of collect calling to mobile phones will increase the convenience of inmates to place collect calls. Often detainees were required to set up prepaid accounts in order to place collect phone calls to cell phones, phones in Mexico and phone companies that blocked collect billing. These new collect call options allow the correctional industry to increase phone revenues while at the same time decreasing call rates to the inmates.

Additional enhancements to the platform include:

-   Web-based reports to access real-time call recordings and live alerts.
-   International collect calling expanded to include Mexico, Canada, Puerto Rico, UK, Germany and El Salvador.
-   Carrier grade network with redundancy supported at 3 locations across the US.
-   Prepaid collect with free call option for inmate convenience
-   Collect billing to the following cell phone companies: AT&T / Cingular, Sprint Nextel, T-Mobile, Virgin Mobile and Alltel .

According to Jay Walters, Chief Technology Officer of NCIC, the new platform sets the standard for Next Generation Inmate Phone Services”. The system allows for easy maintenance, reduced need for access to the jails, more availability for inmates due to redundancy and lower infrastructure costs which should be translated to lower rates to the inmates and their families. NCIC has achieved its goal of cutting operational and network costs, so that the actual costs of installing and maintaining the system will be much less and savings can be passed on via lower call prices and more revenue to the governmental entity that controls the facility.
